Grace Li, MHA
Grace Li was named CEO of On Lok in April 2016. In her role, she provides strategic and operational direction to On Lok’s family of not for profit corporations which focus on helping older adults remain living in the community and supporting their choices and needs as they age.
Grace joined On Lok in 2001 as Director of Program Operations and became COO in 2011 bringing expertise in overseeing multi-site complex systems and healthcare programs, orchestrating new site openings, and managing implementation of software applications. During her tenure, she was responsible for the operations of On Lok’s PACE program and led On Lok’s PACE development and expansion into two new counties which included opening four new PACE centers and the implementation of a new electronic health record. She spearheaded the use of alternative care settings as part of the growth strategy in On Lok’s larger service areas.
As CEO, under Grace’s leadership, On Lok looks to the future with confidence and the experience to develop new approaches to care for the most vulnerable seniors in our communities. In 2018, On Lok launched a new strategic partnership with Openhouse to co-design a program for LGBTQ seniors which would address the critical issues in the LGBTQ senior community including access to much-needed aging services.
Before joining On Lok, Grace was director of operations for EMPATH, a national healthcare consulting firm, where she managed project timelines and deliverables for a $5.8 million engagement spanning 40 hospital locations. In previous roles, Grace served as administrative director of UCSF’s Department of Orthopedic Surgery, health center administrator of Orlando Health Care Group (serving members of PruCare HMO), in Orlando, Florida, and as administrator of Chesapeake General Hospital’s Georgian Manor, a 40-bed assisted living facility in Chesapeake, Virginia.
Grace serves on the boards of directors of the National PACE Association, Eden Housing, Inc., and NICOS Chinese Health Coalition. She holds a Master of Health Administration from the University of North Carolina and Bachelor of Arts in Economics from the University of Florida.
Eileen Kunz, MPH
Eileen Kunz is the Chief of Government Affairs and Compliance for On Lok. In this role, she is responsible for policy, government and community affairs and regulatory affairs and compliance for On Lok. Eileen joined On Lok in 1986 as On Lok Replication Project Coordinator and was involved with the strategic direction of On Lok’s national replication of the Program of All-inclusive Care for the Elderly (PACE) model since its inception and provided technical assistance to the initial PACE replication sites. She worked with federal and state policymakers to advance the model, culminating with the passage of The Balanced Budget Act of 1997, making PACE a permanent provider type under Medicare and a state option under Medicaid. She was instrumental in the formation of the National PACE Association and served as Deputy Director for NPA until 1998. During her tenure, she led the PACE Regulatory Integration Project to streamline the regulatory oversight of PACE in California, secured clinic and adult day health care center licenses from the California Department of Public Health and managed successful approval of PACE service area expansion applications and waiver requests from Centers for Medicare and Medicaid Services and State Medicaid for BIPA waiver requests including one of the first waivers to use community-based primary care physicians.
Eileen serves on the National PACE Association Public Policy Committee and on board of directors for the California PACE Association, or CalPACE. In 2009, Eileen received the Judy Baskins Volunteer Leadership award for her service to the National PACE Association in advancing the PACE model of care. She also serves on a number of state and local advisory committees related to improving services for seniors and persons with disabilities including the California Olmstead Advisory Committee and the San Francisco Long-Term Care Coordinating Council. She received her undergraduate degree in Social Welfare for the University of California at Berkeley and went on to receive her master’s degree from the UC Berkeley School of Public Health in health policy and administration.
